Mobile data, call and SMS package prices may rise in Pakistan under the proposed Telecommunication Competition Rules 2026. The draft rules could give the Pakistan Telecommunication Authority (PTA) wider powers to review telecom markets.
PTA could get wider market powers
The proposed rules have been prepared by the Ministry of Information Technology and Telecommunication. Under the framework, the PTA could regularly review telecom markets based on technology, market conditions and consumer demand.
The regulator could also reassess market boundaries by looking at consumer demand, alternative services, pricing trends and technological changes. The move is aimed at improving competition monitoring across the telecom sector.
Package prices already increased
Official documents and PTA data show that the top 10 subscriber packages from Jazz, Telenor, Zong and Ufone were reviewed between June 2025 and June 2026. The review found that package prices increased by an average of 12% to 22% during the period.
The PTA has rejected reports that telecom companies are increasing package prices by 10% to 20% every month. According to the regulator, the annual increase translates into an average monthly rise of around 1% to 2%.
What the new rules could mean
Under the proposed rules, telecom operators could revise or restructure their packages as market definitions and competitive conditions are reviewed. This could lead to further changes in the prices of mobile internet, calls and SMS bundles.
For millions of mobile users, the main question will be whether stronger regulation creates greater competition or leads operators to pass higher costs and changing market conditions on to customers.
