NADRA issues new CNIC rules with major change for signatures
The National Database and Registration Authority issued fresh instructions for citizens regarding the issuance of Computerised National Identity Cards. The new guidelines mainly focus on signatures and thumb impression rules for applicants.
According to the updated instructions, signatures will now be optional for people applying for a CNIC for the first time. If an applicant does not want to sign, “NA” will be written in the signature section of the identity card.
Officials said thumb impressions or any other marks will not be printed in place of signatures on CNICs. Authorities also decided to avoid using thumbprint images due to concerns related to forgery and misuse.
A NADRA spokesperson said an awareness campaign has already been launched for illiterate individuals and people unable to sign documents. Applicants using the mobile app to submit requests have also been advised not to upload pictures of thumb impressions.
The spokesperson further explained that citizens wanting to add signatures or change existing signatures on their CNICs must submit a correction request. NADRA said this process is necessary to maintain accurate identity records.
Officials believe that providing correct signature information will make the identity document system more transparent and easier to manage. Authorities say the latest changes are aimed at improving security and reducing the risk of fake identity records.

The new policy has sparked discussion among citizens, especially among people applying for identity cards for the first time. Many people believe the move may help simplify the process for elderly and illiterate applicants.
Experts say the decision reflects growing concerns about document fraud and identity theft in the digital era. They believe stronger verification systems may become more important as online services continue expanding across Pakistan.
Analysts believe NADRA is trying to modernise identity verification procedures while making the process easier for ordinary citizens. The latest changes may also help reduce errors and legal complications linked to fake identity documents.
