Amid the ongoing energy crisis, the Government of Pakistan has begun preparations to introduce a fuel quota system, aiming to reduce fuel consumption and manage resources more efficiently.
In this regard, the Pakistan Digital Authority has started collecting data of registered vehicles and their owners from all provinces, including Punjab. The move is seen as a major step toward implementing a digital fuel monitoring mechanism.
According to sources, the Punjab Excise Department has already uploaded data of around 26.5 million vehicles and their owners into a dedicated fuel pass application. The uploaded information includes vehicle registration numbers, engine capacity (CC-wise data), as well as owners’ names and national identity card details.
Officials further revealed that the data has been categorized separately for commercial and private vehicles to ensure better management and monitoring. This classification is expected to help authorities implement targeted fuel restrictions if required.

The development follows a high-level meeting held two days ago, in which the federal government directed all provinces to upload complete vehicle data into the system. Once the data collection process is completed nationwide, a test run of the fuel pass system will be conducted.
The data integration has been carried out with the support of the Punjab Information Technology Board. However, the final decision regarding the implementation of the fuel pass system will be made by the federal government after reviewing the results of the trial phase.
