The Bureau of Emigration and Overseas Employment has issued new guidance explaining the importance of the Foreign Service Agreement for Pakistanis planning to work in other countries.
Officials said the Foreign Service Agreement is the official job contract between a foreign employer and a Pakistani worker. It clearly explains the job conditions, salary details, and responsibilities of both the worker and the employer.
The agreement is first prepared and negotiated by an Overseas Employment Promoter on behalf of the foreign employer. It must then be signed by the worker before leaving Pakistan.
To make the contract legally valid, it is also countersigned and officially registered by the Protector of Emigrants. This step helps ensure that workers’ rights are protected and that the job offer is genuine.

Authorities strongly advised workers to read the agreement carefully before signing it. Signing the document means the worker agrees to all the listed terms and conditions.
Workers were also advised to keep a personal copy of the signed contract. This document can serve as important proof if any dispute arises during employment abroad.
If an employer or recruitment agent violates the contract terms, workers have the right to file a complaint with the Protector of Emigrants. The office is responsible for reviewing such cases and helping resolve workers’ problems.
The Bureau said this awareness campaign aims to strengthen protection for Pakistani workers overseas and prevent them from facing exploitation or fraud.
