India’s ‘cockroach’ protest movement keeps pressure on PM Modi
Protests create political pressure
The protests, led online by the Cockroach Janta Party (CJP), began over alleged exam irregularities but soon grew into a wider youth movement. Demonstrators also raised concerns about unemployment, limited opportunities and what critics call increasing government control.
The resignation of India’s education minister on July 25 became a major outcome of the protests. It was seen as an unusual setback for Modi, who has built a reputation for strong political control.
Authorities have since taken steps to respond to some demands raised by protesters. Parliament has increased penalties for exam paper leaks, while police in several cities have withdrawn cases against protesters following criticism over the use of force.
Digital tools fuel a wider movement
Social media played an important role in spreading the protests and connecting young people across different cities. Modi, who is active on X, has also turned to Instagram and posted his first vertical videos as he seeks to reach younger audiences.
The demonstrations also highlighted concerns about surveillance and online safety. Authorities reportedly used AI-powered camera technology to monitor and identify protesters, while some women involved in the demonstrations said they received rape threats and abusive messages online.
An internet shutdown around the main protest site in New Delhi also disrupted communication among protesters. According to Access Now, India ranked second globally for internet shutdowns last year, including localised disruptions linked to protests, conflict and communal violence.
Youth anger goes beyond exam leaks
Exam irregularities were the initial trigger, but the protests revealed deeper concerns among young Indians. Jobs, economic security and declining trust in public institutions have become major issues for people facing years of education and highly competitive examinations.
The wider concerns could give the movement influence beyond the original dispute. Even if authorities take action against exam cheating, resolving unemployment and other economic problems could prove much harder.
The CJP now has millions of followers online, but that does not automatically mean it will gain lasting political power. The group says it plans a “nationwide listening tour” to hear young people’s concerns and continue supporting protests over exam irregularities.
Demonstrations are still being reported in Jharkhand, suggesting that some of the anger behind the movement remains active. CJP founder Abhijeet Dipke has called for “a public movement to restore trust and neutrality in public institutions”.
“The public has become very frustrated and tired of these things. That is why our movement got such massive support,” he said. Dipke added that “for now, the CJP will function as a pressure group” rather than becoming a political party.
The protests show that India’s young population is concerned about more than exam problems. Jobs, economic opportunities and trust in institutions could keep these issues alive.
The movement may also influence political parties as they prepare for future elections. Turning online support and street protests into actual votes, however, will be a much bigger challenge.
