New eSIM charges and transfer policy

The Pakistan Telecommunication Authority (PTA) has revised its eSIM charging framework. Under the new policy, the maximum fee for the initial issuance of an eSIM has been capped at Rs1,500.

The regulator has also introduced a new transfer policy after consulting Cellular Mobile Operators (CMOs). The updated framework is expected to come into effect by the middle of August 2026.

Users to get free eSIM transfers

Under the revised rules, subscribers can transfer their eSIM between compatible smartphones free of cost up to 10 times. The move is aimed at reducing costs for users who change their devices.

The PTA said the previous system already allowed a limited number of free transfers by using the original QR code issued during purchase and activation. The new policy formally defines the charging structure to provide greater clarity and improve customer convenience.

PTA aims to boost digital adoption

According to the regulator, the revised framework has been introduced to make eSIM services more affordable and user-friendly. It also aims to encourage more people to switch to digital SIM technology across Pakistan.

The PTA believes the updated pricing and transfer rules will increase the use of eSIM-enabled devices. It also expects the changes to improve customer experience and support the growth of Pakistan’s digital telecommunications sector.

The new eSIM policy focuses on making digital mobile services easier and less expensive for users. Lower fees and free transfers could encourage more people to adopt eSIM technology in the coming months.
