Petrol relief scheme: Govt to launch portal for registration, payment complaints

The federal government has decided to introduce a dedicated online portal to address problems faced by people under the Prime Minister’s Petrol Relief Scheme.

The portal will allow eligible users to report issues related to vehicle registration and fuel token payments. The decision was taken during a meeting chaired by Federal Minister for Economic Affairs Senator Ahad Khan Cheema to review the progress of the relief scheme.

Officials said the scheme was progressing across the country, with fuel tokens being generated successfully for registered beneficiaries. The new complaint system is expected to make it easier for people to report problems without having to visit government offices repeatedly.

More than five million people register for relief

The meeting was informed that more than five million people had registered under the fuel relief programme. Officials said fuel tokens were being generated successfully for eligible users as the digital system continued to operate.

The government has been using a digital mechanism to manage the scheme and distribute fuel relief to eligible vehicle owners.

The Fuel Pass System is designed to support the digital management and transparent delivery of the subsidy. The government says the system is intended to ensure that eligible consumers receive the benefit efficiently.

The large number of registrations has also increased the need for an effective complaint mechanism.

Rickshaw and loader owners face registration problems

The meeting also discussed problems being faced by some rickshaw and loader owners. One of the main issues involves vehicles that are not yet registered with provincial Excise Departments.

Since vehicle registration is linked to eligibility, owners of unregistered vehicles have been unable to receive relief under the scheme. Provincial representatives told the meeting that the registration process for rickshaws had now started.

Once eligible vehicles are registered, their owners will be able to benefit from the fuel relief programme. The development is particularly important for rickshaw and loader owners who were unable to complete the process because of registration-related issues.

Registered motorcycle owners receive relief

The meeting was also informed that owners of registered motorcycles were receiving relief under the programme.

This means that vehicle registration remains an important part of the process for beneficiaries seeking to receive fuel assistance. The government has been working with provincial authorities to address registration problems and bring more eligible vehicle owners into the scheme.

Minister Cheema directed the relevant authorities to resolve the registration issues faced by rickshaw and loader owners without delay. He stressed that eligible people should not be excluded from the relief programme because of administrative problems.

New portal to handle token payment complaints

The Pakistan Digital Authority was directed to include vehicle registration and token payment complaints in the new dedicated portal.

The portal is expected to provide users with a simple way to submit complaints and seek solutions to their problems. The PDA informed the meeting that work would begin to make the portal operational as soon as possible.

The move could help authorities identify repeated problems and respond to complaints more quickly. It could also provide officials with better information about the difficulties being faced by beneficiaries in different areas.

Government reviews implementation of fuel scheme

The meeting brought together senior federal and provincial officials to review the implementation of the relief programme.

Federal Minister for Information and Broadcasting Attaullah Tarar, Federal Minister for Petroleum Ali Pervaiz Malik and Federal Minister for IT Shaza Fatima Khawaja attended the meeting.

The Minister of State for Finance and representatives of relevant institutions and provincial governments were also present.

The Ministry of IT and the Pakistan Digital Authority briefed participants on progress with the digital system. The government has said that coordination between federal and provincial institutions is important for the smooth implementation of the programme.

Petrol pump issues largely resolved

Officials told the meeting that registration-related and other problems at most petrol pumps had been resolved.

The government has also been monitoring the implementation process at the field level. Members of Parliament have been visiting petrol pumps in their constituencies under government directions.

Minister Cheema said real-time updates and feedback from these visits were helping authorities improve the system. Such field-level monitoring is intended to identify problems quickly and prevent disruptions in the distribution of fuel relief.

Most petrol pump payments completed

The meeting was also informed that most payments to petrol pumps had already been made.

Representatives of the State Bank of Pakistan said the remaining payment-related issues were expected to be resolved within a day or two. The government stressed that payment delays should not affect the implementation of the relief scheme.

Timely payments to petrol pumps are important because the scheme depends on their participation in providing fuel relief to eligible consumers. Authorities are therefore continuing to monitor the payment process along with registration and token generation.

Digital system expected to improve access

The planned complaint portal is expected to give beneficiaries another way to resolve problems linked to the fuel relief scheme.

Instead of relying only on physical offices or local officials, users will be able to submit complaints through a dedicated digital platform. The system could also help authorities track complaints and identify areas where the scheme is facing implementation problems.

With millions of people already registered, an organised complaint mechanism could become an important part of the programme. The government has also stressed the need for public awareness so that eligible citizens understand the registration and relief process.
