NADRA allows CNIC issuance without birth certificate under special policy
According to NADRA, nearly three percent of Pakistan’s population remains unregistered in the official system, with women making up around two-thirds of this segment. To address this gap and promote inclusivity, the authority has introduced relaxed documentation requirements aimed at ensuring that no citizen is left without legal identity.
Under this initiative, eligible individuals can apply for CNICs by fulfilling alternative conditions tailored to accommodate people from diverse and challenging living situations. These provisions have been designed to help individuals who may lack formal documentation due to social, economic, or administrative barriers.
Officials stated that the policy reflects the government’s commitment to expanding identity coverage and empowering marginalized communities, particularly women, by granting them access to essential services linked to identity registration.

NADRA has also launched an awareness campaign, including a dedicated podcast, to guide citizens on how to meet the requirements under different circumstances and successfully apply for their identity cards.
Citizens are encouraged to take advantage of this temporary relaxation and ensure their registration within the stipulated deadline. This special policy is valid until December 31,2026.
