ISLAMABAD (Web Desk): The Apna Ghar Scheme is set for a fresh push as Prime Minister Shehbaz Sharif orders a survey to identify properties for home loans.

The prime minister directed provincial chief secretaries to conduct a detailed survey of properties that could help people secure loans under the government’s Apna Ghar Scheme.

The order came during a meeting on the Access to Finance Plan 2026-2028. The government reviewed progress on housing, agriculture and small business lending.

The scheme has attracted strong interest from people looking for affordable housing finance. Officials told the meeting that 147,504 applications had been received so far.

Of these applications, 53,127 have been approved. The total value of the approved loans has reached Rs313.42 billion.

So far, Rs45.43 billion has been disbursed to 8,739 applicants. The figures show that thousands of applicants have already moved beyond the approval stage and received financing.

Government plans wider property survey

The new survey is aimed at making it easier to identify plots that meet the requirements for mortgage financing.

Officials said a system is being developed to locate suitable plots across the country. Islamabad will be used as the pilot city before the system is expanded further.

The government also plans to bring major housing developers into the process. Officials are expected to develop a mechanism that can help established developers participate in the Apna Ghar Scheme.

The move could make the housing finance process more organised. It may also help applicants find properties that meet the requirements for obtaining loans.

Prime Minister Shehbaz said affordable housing for low-income and middle-class families remained a major priority for his government.

He also asked banks and financial institutions to increase their role in providing loans to people. The focus will not be limited to housing, with farmers and small and medium-sized businesses also included.

PM seeks easier access to finance

The prime minister stressed the need for banks to provide financial support more actively.

“The government would encourage banks that play an active role in providing loans,” he said.

He also described agriculture as the backbone of the economy. He directed authorities to ensure that farmers have easy and uninterrupted access to financial resources.

According to the meeting, bank lending to the agriculture sector reached Rs1.268 trillion in August 2026.

Under the Access to Finance Plan 2026-2028, the government has set a target of Rs2 trillion in agriculture lending by June 2028.

The figures show the scale of the expansion planned under the government’s finance programme. Authorities are looking to increase lending across several important areas of the economy.

Zarkhez-e app also records loan demand

The government is also using digital channels to improve access to agricultural financing.

Under the Zarkhez-e app, 35,838 applications have been received from people seeking easier access to loans.

Of these applications, loans worth Rs7.35 billion have been approved. A total of Rs1.96 billion has so far been disbursed.

The digital system is intended to make borrowing easier and reduce some of the difficulties people can face when applying for agricultural finance.

The government’s wider plan is to increase access to credit while encouraging financial institutions to serve sectors that need funding.

SME lending target set at Rs2 trillion

Small and medium-sized businesses are another major part of the Access to Finance Plan.

Bank lending to the SME sector stood at Rs1.067 trillion as of August 2026. The government has set a target of Rs2 trillion in SME lending by June 2028.

Small and Medium Enterprises Development Authority, or SMEDA, is also working to improve financial knowledge among businesses.

The meeting was informed that SMEDA provided financial literacy training to 1,096 SMEs during the last three months.

Better financial knowledge can help small businesses understand loan requirements and manage borrowed money more effectively.

The government is therefore trying to combine greater lending with better awareness among potential borrowers.

Full federal support promised to AJK

After the finance meeting, Prime Minister Shehbaz Sharif met newly elected Azad Jammu and Kashmir Prime Minister Iftikhar Ali Gillani.

Shehbaz congratulated Gillani on assuming office and assured him of continued federal support for the people of AJK.

According to a statement from the Prime Minister’s Office, the federal government will continue cooperating with the AJK government on welfare and development matters.

The two leaders discussed peace, development and ongoing welfare projects in the region. They also discussed measures aimed at improving the well-being of people in AJK.

Gillani thanked Shehbaz for his support. He said he would use his abilities to work for the development of the region and the welfare of its people.
