The Ministry of National Health Services is considering introducing an Islamabad Health Regulatory Authority (IHRA) Ordinance to strengthen the healthcare regulatory system in Islamabad.
According to reports, the ministry has started working on the proposed ordinance while also reviewing the existing Islamabad Health Regulatory Authority Act. The aim is to update the legal framework and improve the authority’s overall performance.
Officials believe the proposed changes could help modernise health regulations and make the authority more effective in monitoring healthcare services across the federal capital.
Existing law may be amended
Sources said the ministry has decided to carry out a detailed review of the current legislation before introducing amendments. The proposed legal changes are expected to align the authority with modern regulatory standards.
The review will focus on improving governance, administrative efficiency and the operational structure of the Islamabad Health Regulatory Authority.
Although work on the proposal has reportedly begun, neither the Ministry of National Health Services nor the IHRA has issued an official statement confirming the final shape or timeline of the proposed ordinance.
CEO appointment dispute draws attention
The proposed reforms come at a time when differences have reportedly emerged between the Ministry of Health and the IHRA Board over the appointment of the authority’s chief executive officer.
According to sources, the Ministry of Health extended the temporary appointment of Dr Zaeem as acting CEO for a third time on July 27.
However, the IHRA Board reportedly decided not to transfer the acting charge to Dr Zaeem. Instead, it assigned the acting responsibilities to Dr Rataba, highlighting ongoing differences regarding the authority’s leadership.
Officials have not publicly commented on the reported disagreement, and no formal explanation has been issued by either side.

Healthcare regulators play an important role in maintaining standards for hospitals, clinics and other medical facilities. A stronger legal framework can help improve oversight, transparency and accountability.
Experts believe updated regulations may also support better coordination between healthcare institutions and regulatory authorities. Any legislative changes will likely require further official approval before they are implemented.
