SBP relaxes housing finance rules for homes, apartments and plots
Easier rules for housing finance
The State Bank of Pakistan has relaxed requirements related to property ownership documents for housing finance. The move is aimed at making it easier for people to obtain loans to buy houses, apartments and plots.
Under the new rules, banks may provide housing finance of up to Rs5 million by recording a lien in their favour in official property records, subject to specific conditions. This offers an alternative to the usual requirement of mortgaging the property.
Banks must provide document receipts
The SBP has directed banks and development finance institutions to collect property ownership documents according to a prescribed list. They must also give customers a signed receipt detailing all documents received.
The requirement is intended to make the document submission process clearer for borrowers. Customers will have a written record of the papers handed over to the financing institution.
Property security requirements explained
Under the revised rules, a house, apartment or plot must generally be mortgaged in favour of the institution providing the loan. However, for housing finance of up to Rs5 million, the lien option may be used if the specified conditions are met.
The lien arrangement allows the bank’s interest to be recorded in official property records. The option is subject to the SBP’s requirements and does not mean that every applicant will automatically qualify for financing.
New options for renewable energy financing
The SBP has also introduced more flexibility for loans linked to renewable energy projects. Under specific conditions, financing may be allowed without a guarantee, while installed equipment, including solar systems, may also be used as security.
The revised rules also allow housing finance against a Green Property Certificate. Punjab’s Green Property Certificate and equivalent certificates issued in other provinces will be accepted under the new arrangement.
The revised rules could make it easier for some people to arrange home loans without relying only on traditional mortgage arrangements. The changes may also support financing for solar and other renewable energy projects.
However, borrowers will still need to meet the banks’ eligibility requirements and the SBP’s conditions. The actual benefit will depend on how financial institutions apply the new rules.
