SBP issues new housing scheme instructions
According to an SBP circular issued on September 14, employees of commercial banks, development finance institutions (DFIs) and microfinance banks (MFBs) are not eligible for financing under the scheme. The central bank has directed participating institutions to inform their branches and field staff about the decision.
The clarification applies specifically to employees of institutions providing financing under the housing programme. It does not prevent eligible members of the general public from applying under the scheme’s rules.
Who can benefit from Apna Ghar
The Wazir-e-Azam Apna Ghar Program – Ghar Ho Tu Apna was previously known as the “Mera Ghar-Mera Ashiana” scheme. The programme was renamed in April 2026 and continues to provide housing finance for eligible applicants.
The scheme covers several housing needs, including buying a house, flat or apartment, purchasing a plot and building a home, and constructing a house on an already-owned plot. It also supports the extension of an existing housing unit.
Eligibility and financing facilities
The SBP says eligible applicants include Pakistani citizens with valid CNIC or NICOP who are first-time homeowners. The programme has also been expanded to include overseas and non-resident Pakistanis holding NICOP or POC.
In June, the SBP announced that participating financial institutions could facilitate financing for government employees through department-level bulk processing. The programme also allows financing for housing projects developed by private developers.
Loan limits and application process
The SBP has introduced measures to make housing finance more accessible, including allowing a debt-burden ratio of up to 65% of a borrower’s net disposable income. Banks are also required to complete credit approval within 15 working days after receiving a complete application.
The latest housing finance framework includes different financing tiers for houses and apartments of various sizes. Subsidised rates apply during the initial years, depending on the category and participating institution, while financing can reach up to Rs10 million in the applicable tier.
The latest clarification sets a specific eligibility restriction for employees of participating financial institutions. At the same time, the housing programme continues to offer financing options to eligible first-time homeowners, including overseas Pakistanis.
