Kuwait introduces stricter visa and residency regulations for Pakistanis
(Web Desk): Pakistani expatriates in Kuwait should be aware of new residency and visa laws recently enforced by the Kuwaiti government under Ministerial Resolution 2249 of 2025.

The updated regulations introduce revised fees, extended residency durations, mandatory health insurance, and stricter deportation rules affecting foreign nationals, including Pakistani workers and investors.

The Ministry of Interior has implemented fresh executive rules covering residency permits, entry and visit visas, employment conditions, foreign investors, and the registration of foreign-born children. Pakistani expats holding visit visas will now pay a monthly fee of 10 Kuwaiti dinars, while standard residency permits have been extended up to five years. Property-owning expatriates and their children may now qualify for 10-year residency, and foreign investors, including Pakistani investors, can receive permits valid for up to 15 years.

For employees, expatriates must not remain outside Kuwait for more than four months without an exit permit; exceeding this period may result in automatic residency cancellation. Additionally, new work visas will only be issued to individuals aged between 21 and 60 years. Pakistani parents in Kuwait must register newborns within four months of birth to avoid fines.

Residency and visa approval are now linked to health insurance coverage, with fees of 100 Kuwaiti dinars for family and certain other visa categories. Residency validity cannot exceed the coverage period of the insurance. The new laws also specify deportation grounds, including lack of a legitimate income, working outside the registered sponsor, multiple criminal convictions, or actions that threaten public order, security, or morality.

Kuwait’s Ministry of Interior stated that these reforms aim to improve administrative efficiency, attract long-term investment, and align residency procedures with the country’s legal framework. Pakistani expats are advised to comply with the new regulations to avoid fines, penalties, or deportation.
