Russia and Saudi Arabia are set to introduce a visa-free travel agreement for their citizens starting May 11, 2026. The move is expected to make travel between the two countries easier for short-term visits.
The agreement was signed on December 1, 2025, in Riyadh, allowing citizens of both countries to enter each other’s territories without the need for a visa.
Under the new arrangement, Russian citizens will be able to stay in Saudi Arabia for up to 90 days within one year without requiring a visa. The same rule will apply to Saudi citizens visiting Russia.
However, the agreement clearly states that visa-free entry will only cover tourism and short visits. Those planning to work, study, or settle permanently will still need to apply for the appropriate visa.

In addition, travelers intending to perform Hajj or Umrah, especially during the pilgrimage season, will also be required to obtain a visa despite the visa-free arrangement.
Officials say the agreement aims to strengthen travel ties, improve people-to-people contact, and encourage tourism between the two countries.
The move is seen as a step toward closer cooperation, although strict conditions remain in place for long-term stays and religious travel.
