ISIS, TTP active presence in Afghanistan poses regional security threat: Russia report

Moscow (Web Desk): According to a report by the Russian Foreign Ministry, the security and political situation in Afghanistan is still complicated assisting the terrorist networks continue to operate across the country.

Russia has declared that the presence of terrorist groups in Afghanistan remains a permanent threat to regional security.

The report estimates that between 20,000 and 23,000 militant fighters are currently present in Afghanistan. More than half of them are said to be foreign nationals.

It states that around 3,000 ISIS fighters and between 5,000 to 7,000 TTP militants are active on Afghan soil. The report claims that TTP is mainly focusing on launching attacks into Pakistan from Afghan territory, which is increasing tension between Pakistan and Afghanistan.

Russia also said that Al-Qaeda, East Turkestan Islamic Movement (ETIM), Turkistan Islamic Party (TIP) and other militant groups are running training centers and networks inside Afghanistan.

The report describes Afghanistan as an important regional hub for Al-Qaeda’s links and training activities. Training centers linked to Al-Qaeda are reportedly present in Ghazni, Laghman, Kunar, Nangarhar, Nuristan, Parwan and Uruzgan provinces.

It further states that ISIS Khorasan has built strong networks in eastern and northern Afghanistan. The group’s long term goal is said to be expanding into Central Asia and establishing a so called caliphate.

Russia pointed to the January 2026 explosion at a Chinese restaurant in Kabul as evidence of ISIS presence in the country.

Moscow officials also expressed concern over the rising smuggling of synthetic drugs from Afghanistan. Methamphetamine has reportedly become one of the most trafficked drugs from the country to international markets.

The Russian Foreign Ministry concluded that the situation in Afghanistan is directly affecting peace and stability across the region.
