UN issues alarming warning as terrorists turn to AI
The United Nations has warned that terrorist organizations are rapidly adopting artificial intelligence (AI) and other advanced technologies, raising fresh concerns about global security and the evolving nature of terrorism.
Addressing a conference of heads of counter-terrorism agencies from UN member states, UN Secretary-General Antonio Guterres said terrorist groups are adapting quickly to changing circumstances and using emerging technologies to strengthen and expand their operations around the world.
According to Guterres, AI and other digital tools are making it easier for extremist groups to raise funds, spread propaganda, recruit new members, and coordinate activities across borders. He stressed that the growing misuse of advanced technology presents a serious challenge for governments and international security agencies.
The UN chief noted that technological innovation is transforming both opportunities and risks. While terrorists are exploiting digital platforms and AI-driven tools, the same technologies can also become powerful weapons in the fight against terrorism if used responsibly and cooperatively.
He urged governments, law enforcement agencies, technology companies, and international organizations to strengthen cooperation and develop coordinated strategies to prevent the misuse of AI and emerging technologies by extremist groups.
Security experts have increasingly warned that artificial intelligence can be used to create sophisticated online propaganda, automate cyberattacks, produce convincing fake content, and improve encrypted communications, making it harder for authorities to detect and prevent terrorist activities.
Guterres emphasized that no country can tackle the threat alone and called for stronger international partnerships, information sharing, and responsible innovation. He said collective global action is essential to ensure that advanced technology serves peace and development rather than becoming a tool for violence and extremism.
