Pakistan is preparing to launch satellite-based internet services, including Low Earth Orbit (LEO) systems, but with strict cybersecurity, national security, and data protection regulations to safeguard users and the state.
The Pakistan Telecommunication Authority (PTA) is developing dedicated rules for satellite internet providers, requiring local data routing, secure storage, lawful interception, and compliance with cybercrime laws. Operators must establish local gateway stations and contribute to the Universal Service Fund, while adhering to licensing, monitoring, and incident response requirements.

Although interest from global providers like Starlink is high, the lack of finalized regulations and security clearances has delayed service launches. The Fixed Satellite Services (FSS) draft license offers 15-year revocable authorization, including fees, spectrum contributions, and strict oversight provisions. Officials emphasize that user data protection and national security remain top priorities before services go live.
