(Web Desk): The Government of Punjab has digitized the learner driving license process entirely, enabling residents to complete all application steps online via the Driving License Issuance Management System (DLIMS).

This means applicants no longer need to visit a traffic office to obtain their learner license.

The DLIMS Punjab platform now enables residents to register, upload documents, pay fees digitally, and download their learner permit instantly. The Traffic Police expanded the system in 2024-2025 to include a complete online learner license process, aiming to reduce queues, eliminate paperwork, and make the application fully digital.

Eligibility Requirements

Applicants must meet basic age requirements: 18 years for motorbike, motorcar, and tractor licenses, and 21 years for light transport vehicle (LTV) and heavy transport vehicle (HTV) licenses. A valid CNIC is required for all categories, and applicants for LTV and HTV licenses must provide a medical certificate.

Required Documents

The online application requires minimal documentation: a clear scanned copy of the CNIC (front and back), a recent passport-size photograph, a medical certificate for LTV and HTV applicants only, an active mobile number, and internet access through a mobile device or laptop.

Application Process

To apply for a learner license online through DLIMS Punjab, applicants must first visit the official DLIMS portal and create an account by entering their CNIC number, full name, mobile number, email address, and password. A verification code sent via SMS must be entered to activate the account.

After logging in, applicants select "Apply for Learner License" and choose their license type: motorbike, motorcar, LTV/HTV, or tractor. The next step involves uploading the required documents, including the CNIC and passport-size photo with a plain background and clearly visible face.

Payment can be made through multiple methods including JazzCash, Easypaisa, debit or credit card, bank transfer, or ATM. Once fee verification is complete, a download button appears, allowing applicants to obtain their PDF learner permit for printing or digital storage.

Fees and Validity

The government has set affordable fees for learner licenses: Rs 60 for motorbike and motorcar licenses, and Rs 100 for tractor and LTV/HTV licenses. Extra service charges may apply through digital payment apps.

The learner permit remains valid for six months for motorbike and motorcar licenses, and three months for commercial licenses. Before expiration, applicants must visit the nearest traffic center for a permanent driving license test.
