Unpaid e-challans may restrict access to CNIC, licence and passport services
The plan would link outstanding digital traffic fines with selected public services. The proposal was put forward by Lahore Chief Traffic Officer Syed Abdul Raheem Shirazi in communication with Punjab traffic and technology authorities. It suggests connecting pending digital challan records with government systems so defaulters can be identified more easily.
CNIC, passport services could be linked
Under the proposal, people with unpaid digital challans could face restrictions when applying for or renewing certain documents. These may include CNICs, passports and driving licences, along with some other government services.
The proposal also calls for pending challan details to be added to the Digital One App. This would allow citizens to see their fines, payment information and recovery status in one place.
Why authorities want the change
Officials say the proposed system could improve recovery of unpaid traffic fines and encourage motorists to follow traffic rules. Authorities also believe faster recovery could increase government revenue and reduce the administrative work involved in collecting outstanding dues.
Digital traffic enforcement is already expanding in Punjab, with e-challans being used to record traffic violations electronically. Existing systems allow citizens to check and pay e-challans through digital platforms such as ePay Punjab.
What motorists should know
The proposed restrictions raise an important issue for citizens who may receive an incorrect challan or want to challenge a fine. A clear verification and appeal process would be important before access to essential services is restricted.
For motorists, the development shows that traffic enforcement is becoming increasingly connected with digital government services. Clearing genuine outstanding challans on time could become more important as authorities expand the system.
The proposal could put stronger pressure on motorists to pay traffic fines. It also shows how digital systems are being used to connect different government services.
However, incorrect challans and disputed fines need careful handling. Citizens should have a clear way to verify penalties and challenge errors before any important government service is affected.
