KARACHI (Web Desk): SHC e-challan case hearing prompts court to seek replies from authorities as concerns over fines, public impact, and system transparency grow.

The Sindh High Court has directed the concerned authorities to submit their responses regarding petitions filed against the e-challan system. The court issued these instructions during a hearing on Monday.

During the proceedings, it was noted that several key officials had not submitted their replies. These include the Chief Secretary, Secretary of Local Government, Director General of KDA, and the Mayor. Only the Transport Department has provided its input so far.

Lawyer Tariq Mansoor, representing public interest cases in Karachi, argued that the petitions are related to public safety issues. However, he also pointed out that the applications are currently being treated as non-admissible.

On the other hand, the Transport Department’s counsel informed the court that the e-challan system has helped reduce traffic accidents by around 40 percent. The department also stated that fines have increased significantly, with penalties in 2023 rising sharply compared to previous rates.

Tariq Mansoor raised concerns about the financial burden on ordinary citizens. He explained that with minimum salaries around Rs40,000 and widespread unemployment, the high e-challan fines are difficult for many people to afford.

Taking note of the situation, the court has issued fresh notices to the Chief Secretary, Secretary of Local Government, DG KDA, and the Mayor. They have been instructed to submit their responses by 7 May so that the case can proceed further.

The case highlights a growing debate between public safety improvements and the economic impact of heavy fines on citizens.
