PTA proposes new ID checks for foreign SIMs and eSIMs in Pakistan
New verification rules proposed
The Pakistan Telecommunication Authority (PTA) has proposed new rules to identify people using foreign mobile connections in Pakistan. The plan is part of the draft International Roaming (Inbound) Regulations, 2026.
Under the proposal, mobile network operators would have to introduce Know Your Customer (KYC) checks for incoming international roaming users.
The aim is to make it easier to identify users and reduce the risk of fraud, scam calls and other illegal activities. However, these measures are still proposed rules and should not be treated as fully implemented requirements.
What information may foreign SIM users need?
Under the draft regulations, people using foreign SIM cards or eSIMs may be asked to provide personal and travel information.
The required details could include passport or travel document information, nationality, SIM or eSIM details, arrival date in Pakistan, expected length of stay and the name of their foreign mobile operator.
The PTA has suggested several ways to collect this information. These include verification links sent through welcome SMS messages, an approved digital portal, immigration authorities and registered travel SIM and eSIM providers.
These methods could allow users to complete verification through digital channels instead of relying entirely on manual checks.
Why does the PTA want these checks?
According to the authority, international roaming connections currently operate without local identity verification. This can make it harder for authorities to identify people suspected of using mobile connections for illegal activities.
The proposed rules aim to address concerns about fraudulent and spoofed calls, SMS phishing, online scams, extortion and e-commerce fraud.
The PTA also wants to reduce the misuse of social media accounts through foreign SIM cards and eSIMs. Other concerns include permanent roaming and activities that may violate network rules.

Operators may have to keep records
The draft regulations would require mobile operators to retain customer verification records for at least 12 months after roaming services end, unless the PTA sets a different period.
Companies that provide travel SIMs and eSIMs through aggregator services would also need to register with the authority and follow its regulatory requirements.
These steps are intended to improve accountability and help investigators trace suspicious mobile connections when necessary.
What happens next?
The proposed regulations outline how foreign roaming users could be verified in Pakistan. Their final requirements will depend on the regulatory process and any changes made before implementation.
Travellers using international roaming should watch for official announcements from the PTA and their mobile operators.
