Authorities in Punjab have introduced stricter rules for nikah registrars to help stop child marriages. Under the new requirements, a registrar will only be allowed to register marriages within their assigned Union Council limits.

The registrar will also have to be qualified and pass a test related to marriage and child marriage laws. A score of at least 90 percent will be required to qualify for appointment as a nikah registrar.

Digital skills made mandatory

The new rules also require nikah registrars to have basic digital skills. Anyone unable to use the internet or operate a mobile phone will not be eligible to work as a registrar.

The measure is aimed at improving the accuracy and speed of marriage registration while making the process easier to monitor.

Seven-day registration deadline

A nikah registrar will be required to complete the marriage registration process and send the relevant record to the Union Council within seven days.

The registrar will also be responsible for ensuring that required marriage documents are properly submitted and recorded.

Action against ineligible registrars

A person facing a criminal case will not be eligible for appointment as a nikah registrar. The authorities are also expected to take action against registrars who violate the rules or facilitate underage marriages.

The measures come as Punjab continues to strengthen its legal framework against child marriage. The Punjab Child Marriage Restraint Ordinance 2026 defines a child as anyone below 18 and prohibits the registration of child marriages.
