(Web Desk): NEPRA updates net metering rules; PM Shehbaz Sharif directs safeguards for current solar consumers.

The National Electric Power Regulatory Authority has issued a revised notification amending the Solar Regulations 2026, introducing changes to the net metering framework while assuring protection for existing solar consumers.

According to the notification, current solar net metering consumers will not face any changes to their agreements. Licenses for already registered users will remain valid until expiry, and billing will continue under the terms of their previous contracts. However, consumers who alter their solar capacity in the future will not be eligible for the earlier rates. The revised regulations will come into effect from February 9, 2026.

The amendments follow NEPRA’s earlier decision to abolish the “unit-for-unit” system, modifying the billing mechanism for solar energy users. The changes sparked concerns among the 466,000 registered solar consumers in Pakistan.

On February 11, 2026, Prime Minister Shehbaz Sharif took notice of the issue, chairing a high-level meeting to ensure existing solar users are protected. The Prime Minister directed the Power Division to file a review appeal with NEPRA and formulate a comprehensive strategy to safeguard consumers’ rights. He emphasized that the burden of current solar users should not be shifted onto over 37 million other electricity consumers.

The meeting included Deputy Prime Minister Ishaq Dar, along with senior officials Ahad Cheema, Atta Tarar, Ali Pervaiz Malik, and Awais Leghari. Authorities assured that measures will be taken to ensure transparency and fairness in solar billing.
