NAB probes Rs21 Billion in KP Sehat Card plus programme
Former CEO summoned by NAB
The National Accountability Bureau (NAB) has directed Dr Riaz Tanoli, former CEO of the Sehat Insaf Card programme, to appear at its Peshawar office on October 29.
The KP Sehat Card Plus inquiry covers the release and spending of Rs12 billion during the 2023–24 financial year. NAB has also included Rs9 billion in funds from July 2025 to July 2026 in its review.
The Rs21 billion probe in KP Sehat Card is examining how the funds were used and whether the financial records support the reported expenses.
Questions over spending and claims
The inquiry includes questions about unverified expenses and claims submitted under the health card programme. These concerns form part of the wider Sehat Card financial irregularities investigation.
NAB is also examining alleged irregularities in health card data, including the issuance of duplicate cards. Investigators are checking whether claims submitted by hospitals, some involving large amounts, were properly verified.
The KP Sehat Card Plus programme’s records will be reviewed to establish whether payments and claims followed the required procedures.

NAB requests financial documents
NAB has requested bank statements, audit reports and agreements with vendors linked to the programme. It has also directed that beneficiary lists and asset declarations be submitted for review.
The Sehat Card financial irregularities inquiry has raised questions about the use of public funds and the procedures followed for purchases and other financial transactions.
The documents are expected to help investigators examine how funds were released, recorded and spent. The Rs21 billion probe in KP Sehat Card also includes a review of hospital claims and card data.
What happens next?
Dr Tanoli has been asked to appear on October 29 and provide the required information. The investigation will examine financial records, hospital claims, card data and procurement procedures.
The KP Sehat Card Plus allegations remain under investigation. The notice does not establish that the former CEO or any other person has committed wrongdoing.
