The government is preparing to roll out a new scheme to provide cheaper petrol to motorcycle and rickshaw users through a digital quota-based system, aiming to ease the burden on low-income commuters.
According to official sources, the proposed plan will ensure that subsidised petrol is distributed only to eligible users through a regulated quota mechanism. The move is expected to benefit millions who depend on two- and three-wheelers for their daily travel.
The system has reportedly been finalised in coordination with the Oil and Gas Regulatory Authority and other relevant ministries. A mobile application will be introduced, allowing users to register their vehicles and national identity details to access the subsidy.
Under the scheme, consumers will generate digital vouchers via the app, which will then be verified at petrol pumps before fuel is dispensed. If a user exceeds their allocated quota, they will only be provided fuel within the permitted limit.
Officials say the initiative is not only aimed at offering targeted financial relief but also at controlling fuel consumption, especially as global oil prices remain volatile due to ongoing geopolitical tensions in the Middle East.

Initially, the scheme will focus on motorcycles and rickshaws, which form a major part of Pakistan’s transport system. However, discussions are underway to possibly extend the benefit to small cars up to 800cc in the future.
The move comes as rising fuel prices continue to put pressure on the national economy and everyday commuters across the country.
