FPSC introduces new recruitment system with MCQ-based exams

(Web Desk): The Federal Public Service Commission (FPSC) has introduced significant reforms to its hiring process, substituting conventional written tests with multiple-choice question (MCQ) tests for many government jobs.

FPSC new exam pattern will take effect from September 21, 2025.

As per a public notice by the FPSC, overall recruitment for positions between Grade 16 and Grade 21 will now take place in accordance with the changed rules. The commission explained that the new method of testing is intended to make the process transparent, efficient and quick in the evaluation of candidates.

For Grade 16 and Grade 17 positions, the candidates will have to try one MCQ paper of 100 marks. For Grade 18 and higher, the candidates will have to try two distinct papers based on MCQ. The candidates must score at least 40 to 50 percent marks depending on the vacancy applied for, in order to qualify.

The FPSC also stated that a penalty system would be adopted to deter guesswork. 0.25 marks will be deducted from the candidate s marks for every wrong answer. The negative marking system is likely to motivate more correct and well-prepared attempts on the part of candidates.

But the commission clarified that the new regulations will not cover the Central Superior Services (CSS) competitive examination, which will remain on its current pattern.

The development constitutes a dramatic turn in Pakistan s recruitment process for mid- to senior-level positions, with authorities being optimistic that the system will introduce more meritocracy and swiftness in public sector appointments.
