OGRA has raised the official LPG price for December, increasing the cost of an 11.8-kilogram domestic cylinder by Rs87.21 after global benchmark rates climbed, according to a notification issued Monday.
The Oil and Gas Regulatory Authority set the maximum LPG sale price at Rs209 per kilogram for December, compared to Rs201.60 last month. This move lifts the consumer price of a standard domestic cylinder to Rs2466.10, up from Rs2378.90 in November.
Despite the official ceiling, market prices remain far higher across many cities. In Rawalpindi and Islamabad, retail LPG continues to sell between Rs300 and Rs315 per kilogram—almost 50 percent above the regulated rate—due to weak enforcement and widening gaps between official and market prices.
Commercial users will also feel the impact. The price of a 45.4-kilogram commercial cylinder has been increased by Rs336, taking it to Rs9488.60 for December.
OGRA’s updated calculations show that the producer price of LPG, based on a blend of 40 percent propane and 60 percent butane, rose to Rs137442.82 per tonne in December from Rs131178 in November. After including taxes, margins, and levies, the maximum producer price surged to Rs167691.40 per tonne.

With additional marketing, distribution, and transportation costs of Rs35000 per tonne—along with 18 percent GST—the final notified consumer price reached Rs208991.40 per tonne. These revised rates will remain effective until December 31.
OGRA said the increase was driven mainly by a 4.93 percent rise in the Saudi Aramco Contract Price, although the average dollar rate dipped slightly by 0.15 percent. The combined effect pushed consumer prices up by Rs7.39 per kilogram for December.
