The Shanghai Government Scholarship (SGS) 2026–2027 has officially opened applications, offering a fully funded scholarship in China for international students seeking Bachelor’s, Master’s, or PhD degrees at leading universities in Shanghai.

Launched in 2006, the Shanghai Government Scholarship program aims to promote international education, strengthen global academic exchange, and attract talented students from around the world to study in one of China’s most dynamic and innovative cities. The scholarship covers a wide range of academic disciplines, making it one of the most attractive fully funded study opportunities in China.

Under the SGS scheme, selected students will receive full tuition coverage, free on-campus accommodation, comprehensive medical insurance, and a monthly living allowance of up to CNY 3,500, depending on their degree level. The program is available for studies in fields such as philosophy, economics, law, education, literature, history, science, engineering, agriculture, medicine, management, and arts.

Types of Shanghai Government Scholarship

The Shanghai Government offers two categories under the SGS program:

Type A (Full Scholarship):
This covers full tuition fees, on-campus accommodation, comprehensive medical insurance, and a monthly living stipend. Doctoral students receive CNY 3,500, Master’s students CNY 3,000, and undergraduate students CNY 2,500 per month.

Type B (Partial Scholarship):
This includes tuition fee exemption and comprehensive medical insurance, but does not provide accommodation or a monthly stipend.

Participating Universities

International students can apply through more than 30 top universities in Shanghai, including Fudan University, Shanghai Jiao Tong University, Tongji University, East China Normal University, Shanghai University of Finance and Economics, and Shanghai International Studies University, among many others.

Eligibility Criteria

To qualify for the Shanghai Government Scholarship 2026–2027, applicants must be non-Chinese citizens, in good physical health, and meet academic and age requirements for their chosen degree. Generally, applicants must meet HSK 4 Chinese language proficiency or the specific language requirements set by the host university. Candidates already receiving other Chinese government scholarships are not eligible.

How to Apply

Applicants must submit an online application through the Shanghai Government Scholarship portal, followed by an application to their selected Shanghai university. Required documents include academic transcripts, highest degree certificates, passport copies, health certificates, and other supporting materials. Final results will be announced via the applicant’s online account and the university’s international office.
