What the Scholarship actually covers
The scholarship funds study at HEC-recognised universities within Pakistan itself, rather than travel or enrolment at institutions in Scotland. The confusion appears to stem from the scheme's funding source rather than its actual place of study.
The Scottish Government finances the programme, while the British Council administers it locally, coordinating with universities and scholars either directly or through nominated university focal persons.
Selected scholars receive full tuition coverage, hostel accommodation where applicable, and a travel allowance for journeys between home and university twice a year for those living on campus.
Two funding tracks for different academic levels
The scheme is structured around two separate tracks. The undergraduate track funds a four-year bachelor's degree at an HEC-recognised public university in Pakistan, while the postgraduate track funds a master's or MPhil degree lasting up to two years at any HEC-recognised university in the country.
Eligible subject areas include education, health sciences, food security and agriculture, sustainable energy, climate change, and STEM engineering, with the postgraduate track also offering research funding to give master's students access to specialised labs, equipment and tools within their chosen field of study.
A programme focused on access and equity
The scholarship exclusively targets young Pakistani women and girls, with particular encouragement extended to applicants with disabilities, those from rural areas, and members of minority communities.
According to the British Council, more than 500 women have already completed their studies through the programme and gone on to work across various professional fields in Pakistan.
Officials describe the initiative as part of a long-standing effort to expand women's access to higher education and leadership opportunities in Pakistan. By funding postgraduate and undergraduate study locally, the programme aims to equip scholars with skills relevant to Pakistan's own social and economic development, rather than encouraging emigration for study abroad.

Eligibility and application process
Applicants must already hold, or be in the process of securing, admission to an eligible bachelor's or master's programme at an HEC-recognised university in Pakistan before applying for the scholarship funding itself.
