MDCAT through ETEA proposed as KP cabinet reviews key plans
The proposal to hold the Medical and Dental College Admission Test through the Educational Testing and Evaluation Agency is included in the agenda of the provincial cabinet meeting.
The meeting is scheduled to be chaired by Khyber Pakhtunkhwa Chief Minister Sohail Afridi. Several administrative, financial and development matters are expected to come under discussion.
If approved, the proposal could change the organisation and administration of the MDCAT examination in the province.
The cabinet is expected to review the proposal before taking a decision on whether ETEA should conduct the test.
Major administrative matters on cabinet agenda
The meeting will also consider proposed amendments to the Counter Terrorism Wing Service Rules 2026.
Another important proposal concerns restoring helicopter-lift capacity for rescue and disaster response operations. The measure is aimed at improving the government’s ability to respond during emergencies and major disasters.
The cabinet will also consider presenting the annual report of the Khyber Pakhtunkhwa Revenue Authority before the provincial assembly.
The report is expected to provide an overview of the authority’s performance and revenue-related activities.

World Bank projects and financial support
The cabinet will also discuss matters related to World Bank financing for the Flood Resilience Project.
A separate proposal seeks approval for World Bank financial assistance for the irrigation component of the project.
The flood resilience initiative is expected to focus on strengthening the province’s ability to deal with flood-related risks and improve infrastructure in vulnerable areas.
The cabinet will examine the relevant financing arrangements before deciding whether to provide the required consent.
Another item on the agenda concerns a monetisation policy for judicial officers.
Compensation proposal for martyr’s heirs
The cabinet will also consider a proposal to increase compensation for the heirs of Shaheed Maulana Mirza Jan.
Under the proposal, the compensation amount would be increased to Rs10,000,000.
The matter is expected to be reviewed alongside other financial and administrative proposals during the meeting.
The cabinet will also consider amendments to the West Pakistan Registration Rules.
A proposal for implementing e-registration is also included in the agenda, reflecting the provincial government’s move towards greater use of digital systems.

New tehsil and school meal programme
The establishment of a new tehsil named Umarzai in Charsadda district is another proposal expected to come before the cabinet.
If approved, the new administrative unit could improve access to government services for residents of the area.
The cabinet will also consider launching a multisectoral school meal programme in Khyber Pakhtunkhwa.
The programme is aimed at supporting schoolchildren through a broader approach involving different sectors.
The government is expected to examine the programme’s implementation requirements and other relevant details before reaching a decision.
Election Commission report also on agenda
The Election Commission of Pakistan’s annual report for 2025 will also be presented during the cabinet meeting.
The report is among several matters requiring the cabinet’s consideration and formal decisions.
Overall, the meeting covers a wide range of issues, from education and disaster management to revenue, digital registration, development financing and local administration.
The MDCAT proposal, however, is likely to attract particular attention because any change in the testing arrangement could directly affect medical and dental college applicants across the province.
