The Higher Education Commission is set to introduce a new policy for overseas scholars, particularly those pursuing government-funded PhD programs abroad, in a move aimed at reforming existing regulations.
According to reports, the policy review focuses on reducing pressure on scholars, improving completion rates, and aligning Pakistan’s system with global academic standards.
Relief Proposed for Failed PhD Scholars
One of the key proposals under consideration is the removal of financial penalties for scholars who fail to complete their PhD degrees abroad.
Sources indicate that:
- Scholars who do not complete their degrees within the required timeframe will not face harassment
- The approach will shift toward support rather than punishment
- Academic challenges will be addressed with flexible policy measures
Global vs Pakistan PhD Failure Rates Highlighted
The HEC noted a significant contrast in PhD outcomes:
- Global PhD failure rate stands at around 50%
- Pakistan’s reported failure rate is approximately 5%
This disparity has prompted a reassessment of policies to ensure realistic expectations and fair treatment of scholars.

Bond Conditions and Agreements Under Review
The new policy will also introduce changes to legal agreements and obligations signed by scholars:
- Revisions to the affidavit (undertaking) requirements

- Possible amendments to the five-year mandatory service clause
However, penalties may still apply in cases where scholars:
- Do not complete their degrees
- Choose to settle abroad without fulfilling obligations

The HEC is also considering adding provisions to discourage political asylum cases among scholarship recipients.
