HEC launches paperless service
The Higher Education Commission of Pakistan announced the launch of a “fully online and paperless” degree attestation system. The new service is aimed at helping students and graduates across the country.
HEC Chairman Dr Niaz Ahmed Akhtar shared the development on X. He said the Degree Attestation System has been revamped to make the process simpler and more convenient.
No need to visit HEC offices
Under the new system, applicants will no longer need to visit HEC offices in person. They will also not be required to submit original documents in hard copy.
Officials say this change will reduce delays and make the process more comfortable for students. It is expected to save both time and travel costs.
Applications open 24/7
“Applications for online attestation can now be submitted 24/7 through the HEC e-Services Portal,” Dr Niaz Ahmed Akhtar said. This means applicants can apply at any time without depending on office hours.
The HEC says the new e-attestation mechanism has been designed as a “secure, efficient, and user-friendly process”. Online verification of attested documents and certificates will also be available.
How students can apply
Students can apply by creating an account on the HEC e-Services Portal. They will need to provide personal and academic details before uploading transcripts online.
After submission, the HEC will review the documents. The respective universities will then verify the academic credentials of applicants.

Online payment and certificate
The payment for degree attestation can be made online through 1-link. This removes the need for manual payment procedures.
After final review, an e-attestation certificate will be issued for the submitted documents. Applicants will receive updates through SMS and email.
Downloadable verifiable certificate
Applicants will also be able to download the certificate directly from their online HEC account. The certificate will be verifiable through the digital system.
This marks a major shift from the old method. Earlier, students had to send documents by post or visit HEC offices for attestation.
Digital reform after earlier plan
In December last year, the HEC announced plans to modernise the degree attestation system. The project included the integration of advanced blockchain technology and was expected to be completed within six months.
The National Assembly Standing Committee on Government Assurances had also asked the HEC to reduce attestation delays. The new system appears to be a direct response to that demand.

The digital system replaces the traditional physical stamp with a verifiable e-certificate. Officials believe this will reduce paperwork, waiting time and unnecessary cost.
