The detailed list outlines all charges applied across various price categories for devices brought into the country.

According to details shared with the National Assembly’s Standing Committee on Finance, the Federal Board of Revenue (FBR) explained that every imported mobile phone, whether new or used, is taxed separately under customs duty, mobile levy, regulatory duty, sales tax, and withholding tax. Officials added that the value of each device is determined through existing valuation rulings, and if no ruling is available, the price is assessed using import data from the past 90 days.

Under the revised structure, phones priced up to USD 30 carry a mobile levy of Rs 100 along with regulatory duty of Rs 300, 18 percent sales tax, and Rs 70 as withholding tax. Phones priced between USD 30 and 100 include a mobile levy of Rs 200, regulatory duty of Rs 3,000, the same 18 percent sales tax, and Rs 930 withholding tax.

For mid-range devices priced between USD 100 and 200, the mobile levy rises to Rs 600, regulatory duty to Rs 7,500, and withholding tax to Rs 970. Phones priced between USD 200 and 350 are charged Rs 1,800 mobile levy, Rs 11,000 regulatory duty, and Rs 5,000 withholding tax, in addition to the standard sales tax.

Devices priced between USD 350 and 500 face Rs 4,000 mobile levy, Rs 15,000 regulatory duty, and Rs 5,000 withholding tax. Meanwhile, high-end phones priced above USD 500 fall into the highest bracket, with a mobile levy of Rs 8,000; rising to Rs 16,000 for phones over USD 700, regulatory duty of Rs 22,000, 25 percent sales tax, and Rs 11,500 withholding tax.

FBR officials noted that premium mobile phones attract the steepest taxes, significantly increasing their overall import cost for users purchasing high-end international models.
