Russia has expressed its willingness to supply discounted oil to Pakistan, but officials say Islamabad has not yet made any formal request.
Russian envoy Albert Khorev said that the energy sector remains a key area of cooperation between the two countries.
He explained that progress depends on Pakistan taking the first step and officially approaching Russia for the deal.
Pakistan is currently facing rising fuel prices due to global supply disruptions caused by tensions in the Middle East.

The situation worsened after shipping routes through the Strait of Hormuz were affected, making oil transportation difficult.
Because of this crisis, petrol and diesel prices in Pakistan have increased by around 20 per cent, although officials say this rise is temporary.
Khorev also spoke about the regional conflict, saying Iran’s actions were mainly aimed at US military targets in the Gulf.
However, he avoided giving detailed comments due to the uncertain situation.
The Russian envoy criticized the actions of the United States and Israel, saying that their use of force has made the crisis worse.
He described the situation as complex and unpredictable and urged all countries to show restraint.
