Informing the National Assembly, State Minister for Information Technology and Telecommunication, Shaza Fatima Khawaja said that the two international firms, Starlink Internet Services Pakistan (Pvt.) Ltd., a subsidiary of Elon Musk’s SpaceX, and Shanghai Spacecom Satellite Technology, a Chinese satellite firm, have applied for getting licences to start their services in Pakistan.
Pakistan Telecommunication Authority (PTA) is currently processing applications only from companies that are registered with the Securities & Exchange Commission of Pakistan (SECP), the minister clarified in a written statement.
The minister explained that PTA’s licencing rules specify that only locally registered companies are eligible to apply. Although applications from international entities are not directly considered, companies registered with SECP can apply for licenses. Both Starlink and Shanghai Spacecom Satellite Technology are seeking to expand their operations in Pakistan under this framework.
She also mentioned that the licensing process is straightforward once an application is submitted, and PTA reviews the applications after completing all required formalities, including security clearance from the Ministry of Interior when necessary. The launch of the Online Application Submission Information System (OASIS) has further simplified the process, allowing applicants to submit documents and track the status of their applications remotely.
Moreover, PTA is closely monitoring the Quality of Service (QoS) of internet providers to ensure adherence to international standards. In line with the Fixed Broadband Quality of Service (QoS) Regulations, 2022, internet services are regularly evaluated to ensure they meet performance benchmarks, ensuring reliable and high-quality connectivity across the country.
