Kamala Harris Urges US And China To Cooperate On AI Safety
Seoul, October 14
Former US vice president Kamala Harris has urged governments and technology companies to move quickly on safeguards for artificial intelligence, warning that the opportunity to manage its most serious risks may be narrowing. She made the remarks during an appearance at South Korea’s Asan Institute for Policy Studies.
Three Major Risks
Harris identified cybersecurity threats, AI-enabled weapons and the possibility of systems escaping human control as major concerns. She argued that developers must be involved in shaping safeguards, alongside governments and independent experts, because the companies building advanced models understand their capabilities and limitations.
Call For US-China Dialogue
Despite strategic competition between Washington and Beijing, Harris said the two countries should cooperate on international rules and standards where their interests overlap. She argued that competition need not prevent collaboration on shared risks, particularly as AI technologies cross borders and can affect security worldwide.

Technology And Foreign Policy
Harris also criticised US President Donald Trump’s tariff approach, describing it as unpredictable and warning that short-term decisions could weaken America’s global influence. She praised South Korean investment in sectors such as semiconductors, shipbuilding, electric vehicles and clean energy, and called for stronger US-South Korea cooperation.
A Wider Debate
Her comments come as governments consider how to balance AI innovation with public safety. International coordination remains difficult because countries have different economic priorities and security concerns. Still, Harris’s remarks underline the growing view among policymakers that AI risks cannot be managed by individual companies or governments acting alone.
