Punjab imposes Section 144 amid reports of possible terror attacks
The Punjab government has imposed Section 144 across the province for five days to maintain law and order and protect the lives and property of citizens.
The decision comes after law enforcement and intelligence agencies shared highly sensitive reports about possible terrorist attacks.
Gatherings of five or more people banned
Under the order, gatherings of five or more people at public places, roads, highways and open spaces have been prohibited.
The restriction means people cannot hold unauthorised public assemblies during the five days. Processions, public meetings, sit-ins and demonstrations have also been banned across Punjab.
The measures are aimed at preventing large gatherings from becoming potential targets for terrorist attacks. Authorities have directed relevant departments and law enforcement agencies to ensure strict implementation of the restrictions.
Weapons also banned at public places
The Punjab government has also prohibited the carrying and display of all types of weapons at public places during the restriction period.
The move is part of wider security measures being taken to prevent violence and maintain peace. People found violating the restrictions may face legal action under the relevant laws.
The Home Department has also warned against attempts to encourage or provoke people to take part in illegal gatherings, rallies or demonstrations. Individuals involved in such activities may also face legal proceedings.
Some events remain exempt
The Section 144 restrictions will not apply to certain religious and family-related activities.
According to the notification, mosques and other places of worship will remain exempt from the restrictions. Funeral prayers and burials will also be allowed.
Wedding ceremonies are also exempt from the province-wide restrictions. The government has made these exemptions to allow essential religious, funeral, and family activities to continue despite the security measures.
Courts and government offices to remain open
Courts and government offices will also remain outside the scope of the ban.
Events that have already received formal administrative permission or a No Objection Certificate (NOC) will also be exempt. This means approved activities can continue under the conditions set by the relevant authorities.
Officials are expected to monitor such events and ensure that all required security arrangements are followed. Lahore’s district administration, for example, has an established NOC branch for political, religious, cultural and other gatherings.
Security personnel exempt from restrictions
On-duty law enforcement, intelligence and security personnel will also be exempt from the Section 144 restrictions. The exemption allows security agencies to continue their duties without interruption.

Police and other security personnel will remain responsible for monitoring public places and responding to any possible threats. Punjab Police also maintains dedicated emergency and counterterrorism contact services for security-related emergencies.
Government takes precautionary measures
The Punjab Home Department said the restrictions were introduced as a precautionary measure based on security information received from relevant agencies. The government considers protecting the lives and property of citizens its top priority.
Officials believe limiting large gatherings during a period of heightened security concerns can reduce the chances of a major incident. The restrictions also give law enforcement agencies greater control over public activity in sensitive areas.
Terror threat remains a major concern
The latest decision highlights the continuing security challenges faced by Punjab. The province has previously introduced Section 144 during periods of heightened security risks, religious events and other sensitive situations.
In July, the Punjab government also imposed Section 144 for public safety during the monsoon, including restrictions related to dangerous water activities. The current restrictions, however, are specifically linked to security concerns and reported threats of possible terrorist activity.

Residents across Punjab should avoid organising or attending unauthorised public gatherings during the restriction period.
People should also avoid carrying or displaying weapons in public places. Those planning an event should ensure that they have obtained the required administrative permission or NOC before proceeding.
Citizens are also advised to follow instructions issued by local administrations and law enforcement agencies. Any suspicious activity should be reported to the relevant authorities rather than handled independently.
