Punjab banned child marriage after enforcing a new law that sets 18 years as the minimum legal age for marriage across the province.
The Punjab Child Marriage Restraint Ordinance 2026 was officially promulgated by the Governor of Punjab and published through a special gazette notification. The law has taken immediate effect and applies to both males and females equally.
Under the ordinance, anyone below the age of 18 is legally considered a child. Marriage involving minors, including solemnization and registration, is now strictly prohibited under all circumstances.
The law introduces tough penalties for violations. Any adult who marries a minor can face two to three years of rigorous imprisonment and fines of up to Rs 500,000. Guardians, family members, or others who facilitate or allow such marriages will also face similar punishments.
Nikah registrars have been clearly prohibited from registering underage marriages. If found guilty, they can face up to one year in prison and fines of up to Rs 100,000.

The ordinance also includes stronger protections against abuse. Anyone involved in forcing, coercing, or grooming a minor for marriage can face five to seven years in prison and fines of at least Rs 1 million. Child trafficking for marriage carries similar severe punishment.
Authorities said the law aims to protect children’s rights and prevent exploitation. The ordinance also declares any cohabitation with a minor, even with claimed consent, as child abuse.
