In a major move to tackle the ongoing energy crisis in Pakistan, the government has finalized plans to launch a petrol subsidy mobile app for fair and transparent fuel distribution across the country.
The petrol quota app in Pakistan will allow citizens to digitally register their vehicles and CNIC to receive subsidized petrol based on defined quotas, replacing traditional manual systems with a tech-driven approach.
20 Litres Monthly Petrol for Motorcycle Users
Under the proposed plan, motorcycle and rickshaw owners will be the primary beneficiaries, with up to 20 litres of subsidized petrol per month allocated through the app.
However, a final decision regarding the inclusion of cars up to 800cc is still pending, leaving small car owners uncertain about their eligibility in the subsidy scheme.
How the Petrol Quota App Will Work
The fuel allocation app will operate through a simple digital process:
- Download the official petrol subsidy app
- Register vehicle details
- Enter CNIC number
- Complete verification
- Receive digital fuel quota
Users will be issued digital vouchers via the app, which must be presented at designated petrol pumps to purchase subsidized fuel. Strict controls will ensure that users cannot exceed their allocated quota.

12,000 Petrol Pumps to Support Digital System
To implement the system nationwide, around 12,000 petrol pumps will be integrated into the network. Each pump will:
- Install two dedicated nozzles for subsidized petrol
- Use two mobile devices for verification and processing
- Provide assistance to users through trained staff
Oil marketing companies will supply mobile phones, while the Ministry of IT & Telecom and National IT Board will oversee pricing, deployment, and system operations.
Transparency, Monitoring & Misuse Prevention
The government aims to ensure transparency in fuel distribution by linking each quota to a user’s CNIC and vehicle registration number.
Key safeguards include:
- No purchase beyond assigned quota
- Real-time digital monitoring of petrol pumps
- 24/7 complaint and supervision system
- Training videos for consumers and staff
Authorities say this system will help prevent hoarding, black marketing, and misuse of subsidized fuel.
Government Prepares Backup Plan Amid Crisis
Given global uncertainties, including war and fuel supply disruptions, the government has also developed a backup fuel distribution plan to ensure uninterrupted supply during emergencies.
Officials emphasize that multiple strategies are being evaluated to maintain fuel availability and ensure the effective implementation of the petrol subsidy system.
