Pakistan’s petroleum levy collection hits record Rs1,567 billion
Pakistan’s petroleum levy collection has reached a record Rs1,567 billion during fiscal year 2025-26, surpassing both the government target and the IMF estimate.
According to sources, the government collected Rs347.24 billion more in petroleum levy during the fiscal year compared with the previous year. The collection was also around Rs100 billion above the government’s target of Rs1,468 billion.
The International Monetary Fund had estimated petroleum levy collection at Rs1,546 billion for FY2025-26. The actual collection exceeded the IMF estimate by around Rs21 billion.
In addition, the government collected Rs50.16 billion separately under the climate support levy.
Petroleum levy collection has increased significantly over the past few years. The government collected Rs1,220.21 billion during FY2024-25, compared with Rs1,019 billion in FY2023-24 and Rs580 billion in FY2022-23.
The rising levy collection has become an important source of government revenue and is closely linked to fuel prices and consumption across the country.
Sources said consumers are currently paying a petroleum levy of Rs80 per litre on petrol and Rs77.28 per litre on high-speed diesel.
A separate climate support levy of Rs5 per litre is also being charged on both petrol and diesel.
The record collection comes despite ongoing pressure on household budgets and businesses from fuel-related costs. Higher petroleum levy revenue provides additional fiscal space for the government, but fuel charges remain an important concern for consumers and transport-dependent businesses.
The latest figures are expected to attract attention as the government continues efforts to meet revenue targets and manage fiscal pressures under its economic programme.
