The federal government has announced the full digitalization of the Emergency Travel Document (ETD) system for overseas Pakistanis, streamlining passport and immigration processes and enabling faster, secure issuance for citizens needing urgent return to Pakistan.
The Emergency Travel Document is a temporary travel certificate issued to Pakistani nationals abroad who have lost their passport, had it stolen, or submitted it for renewal but face an urgent need to return home. Previously, the ETD process involved lengthy paperwork, manual verification, and slow coordination between embassies and NADRA, leaving many citizens stranded for weeks.
Digital Transformation Enhances Security and Speed
According to passport authorities, the ETD issuance is now fully online and linked to NADRA’s central database, allowing faster identity verification and application processing. The Ministry of Interior confirmed that Pakistan’s passport security features have also been upgraded to meet international ICAO standards. Officials claim that these reforms will help curb fake documents, illegal immigration, and misuse of identity.

How to Apply for an ETD
The first step is for affected citizens to contact the Pakistani embassy or consulate in their country of residence. If a passport is lost or stolen, a police report is typically required. Applicants must provide identification proof through their CNIC, NADRA record, or previous passport if available. Now, applications can also be submitted digitally.
After submission, the embassy or consulate verifies the applicant’s identity with NADRA and other relevant authorities. The verification process is mostly digital, reducing previous delays, though processing time may vary depending on case complexity. Once verified, the ETD is issued with a limited validity and specified route, usually for return to Pakistan only. It cannot be used for travel to a third country or extended stays. Some countries allow exit permission based on local regulations.
Eligibility and Restrictions
Authorities emphasize that individuals with pending serious legal or immigration cases may face delayed or denied ETD issuance. In certain situations, consular offices coordinate with local immigration authorities before issuing the document.

The government describes ETD digitalization as part of broader efforts to modernize Pakistan’s passport and immigration system to global standards. In 2025 alone, thousands of Pakistani citizens received ETDs worldwide, with most cases reported from Gulf countries like Saudi Arabia, UAE, Oman, and Qatar, where immediate return becomes necessary due to expired documents or immigration violations. European Pakistani communities also face ETD pressures, particularly in cases of illegal residency or rejected appeals requiring urgent repatriation.
