(Web Desk): Punjab allows regulated kite production in five districts ahead of Basant 2026, with kite flying limited to Lahore on February 6–8 under strict safety rules.

Ahead of Basant 2026, the Punjab government has granted permission for regulated kite manufacturing in five districts, including Lahore, Faisalabad, Kasur, Sheikhupura, and Multan. The move aims to ensure safe and controlled celebrations during the festival in Lahore on February 6, 7, and 8, 2026.

Under the Punjab Regulation of Kite Flying Act 2025, all manufacturers in the four additional districts—Faisalabad, Kasur, Sheikhupura, and Multan—must register with their respective Deputy Commissioners and complete online registration through the Punjab government’s e-Biz portal. Only registered manufacturers can produce kites and kite strings in compliance with government-approved safety rules.

The policy restricts sales to registered traders in Lahore, and all kites and strings produced in these districts are intended solely for use in Lahore during the Basant festival. Production, sale, or use in any other district remains strictly prohibited. Individuals in these manufacturing districts cannot register as traders or sellers for local use. Deputy Commissioners of all five districts have been directed to enforce strict compliance with safety and legal regulations.

Basant Festival 2026: Code of Conduct

The Punjab government has also issued a strict code of conduct for Basant celebrations in Lahore, issued under the Chief Minister’s instructions and the No Objection Certificate (NOC) from the Deputy Commissioner. Key guidelines include:

  • Prohibited Items: Metal, chemical, or nylon glass-coated kite strings are banned.
  • Noise Control: Loud music, DJ systems, and activities causing public disturbance are prohibited.
  • Firearms and Safety: Aerial firing, firearms, and unsafe rooftop activity are forbidden.
  • Structural Safety: Buildings used for kite flying must be safe and capable of supporting crowds.
  • Restricted Areas: Kite flying near airports, air routes, sensitive installations, and power lines is strictly banned.
  • Non-commercial Activity: Ticket sales, food, beverages, or advertising are not allowed.
  • Monitoring & Enforcement: District officials, police, and relevant authorities can inspect events at any time. Violations may result in immediate cancellation of NOC.

Officials emphasized that these measures balance cultural tradition with public safety, aiming to encourage economic activity while preventing accidents and illegal kite flying. The controlled approach is expected to ensure safe, festive, and enjoyable Basant 2026 celebrations in Lahore.
