(Web Desk): The draft of the proposed 27th Constitutional Amendment Bill 2025 has revealed, outlining major changes in judicial and administrative structures.

The draft suggests amendments in 48 different articles of the Constitution.

One of the most significant proposals is the creation of a separate “Federal Constitutional Court,” independent from the Supreme Court. The proposed court would be based in Islamabad.

As per the draft, the Chief Justice of the Federal Constitutional Court would serve a three-year term, while judges of the new court would retire at the age of 68.

The court would have the authority to hear disputes between the federal and provincial governments, as well as cases related to constitutional interpretation and fundamental rights.

The amendment proposes to end the Article 184, which currently grants the Supreme Court suo motu powers.

It also suggests transferring several constitutional powers from the Supreme Court to the new Federal Constitutional Court.

The draft outlines a revised mechanism for the appointment of judges under Article 175A, including both the Chief Justice of the Supreme Court and the Chief Justice of the new court as members of the judicial commission.

Decisions of the Federal Constitutional Court would be binding on all courts, according to the proposed changes to Article 189.

The bill also calls for re-structuring the Supreme Judicial Council, where both chief justices would serve as members.

The another major change came under Article 243, the post of Chairman Joint Chiefs of Staff Committee would be abolished, and the Army Chief would receive an additional title of “Chief of Defense Forces.”

There is also a proposal to grant the title of “Field Marshal” as a national honor with lifetime privileges.

Furthermore, the amendments include increasing the number of advisers for the Prime Minister under Article 93, and similar adjustments to the number of advisers for provincial chief ministers under Article 130.

Under Article 206, a judge who refuses an appointment in the Supreme Court or the Constitutional Court would be considered retired.

The proposed bill also suggests new rules for the Supreme Judicial Council, to be finalized within 60 days, and the addition of Articles 175B to 175L, which define the structure and powers of the new Federal Constitutional Court. Some articles, including Article 186 and 191A, are proposed to be removed.
