The Punjab Safe Cities Authority (PSCA) has issued a warning to all used car buyers and sellers to check for unpaid e-challans before making any deal. If you don’t verify the documents, you could face legal problems, delayed registration, or unexpected fines.
In Punjab and across Pakistan, buying and selling used cars is very common. But PSCA says any unpaid traffic fine stays with the vehicle, not the person. That means if you buy a car that has e-challans, you will be responsible for paying them, even if you didn’t break the rules.
These fines can delay your registration, cause trouble if you try to resell, and even lead to court action. Sellers are also advised to transfer ownership immediately after selling the car. If not, they could be blamed for traffic violations done by the new owner.

To avoid problems, buyers and sellers should visit the official PSCA e-challan portal. Just enter the car’s license plate number to see any unpaid fines.
You can also use the ePay Punjab mobile app (Android and iOS) to check and pay challans. It works with internet & mobile banking, ATMs, bank branches, mobile wallets & telecom agents.
This alert from PSCA is a much-needed reminder for everyone involved in car deals. Unpaid fines can lead to big headaches, from legal trouble to extra costs and delays. The rule protects both buyers and sellers, making transactions clear and fair. As the used car market grows, it’s more important than ever to treat e-challan checks as part of the buying process.
