
ILMpact is a comprehensive, three‑year education programme to enrol 80,000 out‑of‑school children across eight districts and raise learning standards in foundational education.
Who Is Eligible
(Based on policy-defined age and community criteria):
- Children aged 4–16 who are not currently enrolled in any formal school or have dropped out. This aligns with ESEF’s definition of out of school children.
- Must reside in one of the eight ILMpact districts: Battagram, Mansehra, Swabi, Buner, Shangla, Khyber, Mohmand, or Dera Ismail Khan.
- Under a phased rollout, groups including girls, minority communities, children with special needs, and those furthest from formal education will be enrolled first.
Registration & Application Method:
- Door-to-door surveys to locate eligible students will be conducted by local volunteers (IL Mbassadors) with support from Mohalla Committees, modelled after British Council enrolment campaigns; community ownership is built early.
- Parents/guardians bring children (with ID or approximate age info) to the nearest Community ALP (Accelerated Learning Programme) centre established by ESEF or partner NGOs.
- A simple, free registration form—recording child’s name, age, guardian, and residence—is completed on the spot. A “placement sheet” categorises children into KG, Grade 1–2, or ALP levels.
- Child’s knowledge (Urdu, English, Mathematics basics) is assessed to place them in the correct level—ensuring overage children enter the ALP stream.
- Children begin classes within two weeks of registration. The ALP curriculum compresses 3 years of primary learning into 32 months, bridging learning gaps quickly.
- All enrollees receive free textbooks, stationery, uniform, and periodic parent-teacher meetings to discuss progress.

Upon completion of ALP packages and grade level readiness, children are formally absorbed into Government Primary/Elementary schools.
ILMpact may serve as a national model for public-private education partnerships targeting systemic change and inclusion.
Parents in the eight ILMpact districts can register by visiting:
‣ Local govt Primary/Elementary schools, soon labelled with the ILMpact logo, or
‣ Community ALP centres, typically located in union council offices or mosque courtyards.
Registration is free, and children can join any cohort regardless of previous attendance. No precedence is given to first‑come entries; rather, priority is given to girls and marginalised learners.
