The new system aims to make degree verification faster, more transparent, and fully secure. Graduates will no longer have to visit HEC offices or submit hard copies of their documents. The procurement phase for the platform is already complete, and HEC officials are focused on rolling it out quickly.
Acting Chairman Nadeem Mahbub directed the implementation team to ensure speedy deployment. He emphasized that this initiative is one of the most significant digital reforms in Pakistan’s higher education sector, streamlining verification for millions of graduates.

Under the new framework, students from 25 Higher Education Institutions (HEIs) that use Enterprise Resource Planning (ERP) systems will have their degrees automatically added to the blockchain at the time of graduation. Their verified academic records will be instantly accessible via the HEC portal, without any manual intervention.
For graduates from institutions without ERP systems, degree and transcript submissions will be made online. Once the respective university verifies the documents, they will also be integrated into the blockchain. The entire process will be paperless, automated, and tamper-proof.
Once operational, the blockchain system will allow government departments, the Foreign Office, embassies, and private organizations to instantly authenticate degrees. This ensures reliable and immediate verification, removing delays and eliminating the need for manual stamping or physical documentation.
