School textbook prices in Pakistan are expected to rise sharply following the implementation of new government fees, raising concerns among students, parents, and educational institutions. Publishers have indicated that textbook prices could increase by 40 to 50 percent, particularly affecting books used in private schools.

The surge is linked to the steep hike in No Objection Certificate (NOC) fees and license renewal charges for educational publications. According to sources, the NOC fee has increased from PKR 20,000 to PKR 150,000, while the license renewal fee has jumped from PKR 5,000 to PKR 75,000. Publishers warn that these additional costs will inevitably be passed on to students and parents.

Industry representatives have criticized the fee hike, calling it unreasonable and unsustainable. They stressed that without a rollback or reduction in these fees, the increase in textbook prices is unavoidable. The price hike could significantly burden middle- and low-income families, already struggling with the rising cost of living.

Parents and educators have expressed concern that the rising cost of textbooks may make education less accessible for many students. They emphasized that any further increase in educational expenses could impact household budgets and exacerbate financial challenges for families across Pakistan.

The government and relevant authorities have yet to respond to publishers’ appeals for reconsideration of the fee increases. Stakeholders are urging policymakers to review and adjust fees to ensure that education remains affordable and accessible.
