The Punjab government has announced strict enforcement measures under the Punjab Regulation of Kite Flying Ordinance-2025, stating that children found violating the law will be tried under the Juvenile Justice System Act-2018. The move aims to regulate kite flying, prevent accidents, and ensure public safety during seasonal festivities.
According to the ordinance, a first-time violation will attract a fine of Rs. 50,000, while repeat offenders may be fined Rs. 100,000. If children cannot pay the fines, the amount will be recovered from their parents or legal guardians.
The law also introduces incentives for whistle-blowers. Individuals providing credible information about violations may receive a reward of up to Rs. 5,000, subject to approval by the relevant deputy commissioner. However, no reward will be given if the information is already known or deemed of no value.

While kite flying is prohibited across most areas of the province, the ordinance permits it at designated locations and on specific dates under a regulatory framework. All kite manufacturers, traders, sellers, and kite flying associations must register with authorities, ensuring compliance with the law.
Deputy commissioners have been given the authority to cancel registrations and take strict action against violators. Officials say the regulations aim to prevent injuries, protect public property, and ensure that kite flying remains a safe recreational activity for children.
The Punjab government has emphasized that strict adherence to the ordinance will be monitored, and parents will be held responsible for their children’s compliance with the law.
