According to officials, safety rods are now mandatory for all motorcycles during Basant celebrations. The government has decided to tighten action against those who ride without safety rods.
Sources say Lahore police have already registered cases against motorcyclists for not installing safety rods, under Section 188. These cases have been filed with the police acting as complainants.
Meanwhile, preparations for Basant on 6, 7, and 8 February are moving ahead in Lahore. The Punjab cabinet has also allowed kite-making in four other districts – Faisalabad, Kasur, Sheikhupura, and Multan – under strict regulations.
Under the Punjab Regulation of Kite Flying Act 2025, manufacturers in these districts must register with the relevant Deputy Commissioner. Registration will be done online via the Punjab e-Biz portal.

Registered manufacturers can make kites and strings only according to kite flying rules. They can sell them only to registered traders or sellers in Lahore, and the kites can only be used in Lahore on 6, 7, and 8 February 2026.
Kite materials from these four districts cannot be sold or used elsewhere. Only manufacturers can register in Faisalabad, Kasur, Sheikhupura, and Multan; traders or sellers cannot register there. Deputy Commissioners of these districts have been instructed to ensure compliance and may consult Lahore’s Deputy Commissioner for guidance.
Authorities emphasized that Basant celebrations are allowed only in Lahore on the specified dates. Kite flying outside these areas or before 6 February remains strictly prohibited.
The government is focused on safety to prevent accidents. Strict rules for motorcycles and kite materials ensure controlled celebrations. Registration of manufacturers limits illegal kite flying. Lahore remains the only city allowed for Basant celebrations on 6, 7, and 8 February.
