The Ministry of Religious Affairs took this action as part of the fear that the country s registered Hajj quota will be left unutilized. It is reported that up to now, 450,000 individuals have booked Hajj 2026, but almost 125,000 seats will go unused if nothing is done.
To facilitate maximum participation, the ministry has modified the application process. Registered pilgrims can submit their Hajj applications between August 4 and August 9, 2025, whereas non-registered pilgrims can apply between August 11 and August 16, 2025.
Officials indicate that through the Government Hajj Scheme, the move is especially advantageous for those who were unable to register in advance because of budget limitations, documentary delays, or personal reasons. This is viewed as an unusual second chance for thousands of Muslims who aspire to undertake the holy pilgrimage.

The ministry has made it clear that the move was made to ensure the whole Hajj quota is completely utilized so that more Pakistani citizens are able to complete this religious requirement.
Prospective pilgrims have been requested to prepare the required documents in advance and submit applications within the specified deadlines to avoid last-minute complications.
Through this move, the government aims to make Hajj 2026 more accessible, inclusive, and efficient for all deserving citizens.
